Madiyal new Karnataka DGP

BANGALORE Sept. 30. Thimmappayya Madiyal was appointed the Director-General and Inspector-General of Police of the State on Monday. He is the 17th officer to occupy the position.

Mr. Madiyal took charge from the outgoing Director-General and Inspector-General of Police, V.V. Bhaskar, at an impressive ceremony at the State Police Headquarters on Nruputunga Road here.

An Indian Police Service officer of the 1971 batch, he began his career as an Assistant Superintendent of Police, Yadgir Sub-division, Gulbarga. He had a stint in the Special Protection Group, which is in-charge of providing security to the Prime Minister. He was the Commissioner of Police, Bangalore, before he was promoted and posted to the Corps of Detectives (CoD) as the Director-General of Police.

In choosing Mr. Madiyal, the Government has overlooked the claims of a senior officer, Jaiparkash, who is the Director-General of Police, Home Guards, Civil Defence and Fire Force.

In his farewell speech, Mr. Bhaskar said while the Press was the watchdog of society the police force was an instrument to protect public honour, dignity and property.

The Press, he said, was the opinion maker and opinion creator and it had done an excellent job in highlighting the positive work done by the police. Unfortunately, isolated acts of unprofessional conduct of a handful of police officials received disproportionate publicity and tarnished the image of the entire department. This was unfair, he observed.

Mr. Madiyal said he agreed with the need for creating a commando force in the State to tackle incidents such as the shoot-out in which five terrorists were shot dead in Bangalore on Sunday.

He said the department had personnel who were trained in commando work but they had to be brought together under one unit. On corruption in the department and acts of unprofessional conduct, he said severe action would be taken against such persons. He sought the cooperation of the people and the media in maintaining calm and peace in the State.

Senior police officers, including the Director-General of Police (Training), Krishnamurthy, and the Commissioner of Police, Bangalore city, H.T.Sangliana, were present.
