As the special entitlement was completed last year, the State was entitled to only 33 per cent quota, but now it had been increased to 50 per cent. Sources told The Hindu that in a recent communication from the PMO, the Prime Minister had agreed to the request. Till mid-1960s, the State had its own administrative machinery and no outside IAS or IPS officer could work in the State. But it was in mid-1960s, during the time of the then Chief Minister, G.M. Sadiq, that the Central administrative services were extended to Jammu and Kashmir. Since then there had been rivalries between the local officers and the IAS\IPS cadre allotted by the Centre. A few years ago, a way out was devised in that the quota of State officers getting IAS\IPS on promotions was raised from 33 to 50. Meanwhile, the joint screening committee meeting slated for today for review of prisoners for the purpose of release was postponed, as the lone Central representative, Joint Secretary, Home (J&K), Rakesh Ojha, failed to turn up. The last meeting had recommended the release of 17 prisoners. Release of prisoners had become an issue of contention between the State and Central Governments leading to its postponement a number of times.
