Addressing his first news conference after taking oath, Mr. Yadav announced withdrawal of charges under POTA against the independent MLA, Raguraj Pratap Singh, his father Uday Pratap Singh and two other legislators, Dhananjay Singh and Akshay Pratap Singh, and to review the cases against political personalities detained under the provisions of the National Security Act and the Goonda Act. He said the increased charges payable by patients to government hospitals would be withdrawn as also the increased fees for university and college students. Holding of students union elections would now be made compulsory and government grants would be stopped to institutions which failed to conduct these elections by October 15. Mr. Yadav announced a time-bound schedule for the payment of sugarcane price arrears to farmers by mills under government management. Within a month beginning September 15, all arrears amounting to Rs. 760 crores would be cleared by these mills, he said adding that private mill owners would also be asked to clear farmers' dues in the same manner. The Samajwadi Party leader, however, appeared overcautious when it came to replying questions having political overtones. He left reporters guessing about the nature and scope of his future relations with the Bharatiya Janata Party and the Congress.
