Sir, There is no doubt that Pakistan is breeding terrorism across our borders. Unless we settle the Kashmir dispute, our bilateral relations will not improve. Jammu and Kashmir has become a graveyard of hundreds of defence personnel and civilians. My suggestion, while it may look unpatriotic, is that the State be given independence to manage its internal matters. It must become a buffer state if cross-border terrorism is to be neutralised.
