New rules to absorb rural weightage candidates

BANGALORE Sept. 2. The Government has notified a new set of rules to recruit employees who were discharged in view of the recent Supreme Court verdict on rural weightage.

The Government Order of August 28 called these rules Karnataka Civil Service (Absorption of persons appointed to the State Civil Service with the benefit of Rural Weightage) (Special) Rules, 2003. The rules would come into force from the date of their publication in the Gazette.

The order said that persons who were selected with the benefit of rural weightage under the then rule 3B of the Karnataka Civil Services (General Recruitment) Rules, 1977 and were appointed after November 11, 1998, and who were in service on May 6, 2003 and whose services have been terminated following the Supreme Court judgment on May 6 would be absorbed in the civil service of the State in accordance with these rules. The Government had decided to absorb the employees as "one-time measure on humanitarian considerations."

The appointing authority would issue the order of appointment to candidates who fulfilled all the conditions mentioned under Rule 2 (State Civil Services Rural Weightage (Special) Rules, 2003).

Leave and pension

The Government has decided to take into consideration the service rendered by the persons absorbed under these rules for determining leave and pension and not for pay and seniority. "The pay of the absorbed persons shall be fixed at the minimum of the time scale of pay of the post which he is absorbed," the order said.

If there were problems in implementing these rules, the State Government might, by a specific order, make provisions to remove the difficulty, the order said.

The order said that any objections or suggestions to the rules would be considered within 15 days from the date of publication of the order. Objections may be addressed to the Principal Secretary to Government, Department of Personnel and Administrative Reforms, Vidhana Soudha, Bangalore - 560 001.

Relief to employees

The Government had recruited 13,500 employees since 1998. Of these, 4,800 were recruited under the rural weightage scheme and the others were on merit. The Government Order comes as a relief to these 4,800 employees who lost their jobs following the Supreme Court verdict.

Several persons, including a constable and a teacher, committed suicide after the Government terminated their services on May 6. Several employees terminated from service had threatened to commit suicide if the Government did not take measures to absorb them soon.
