The study will focus on the extent of diversion of the PDS commodities at the fair price shop level and the loopholes in the delivery system.
Meanwhile, the Minister for Food and Civil Supplies, Sharad Yadav, has written to the Prime Minister, Atal Bihari Vajpayee, to call a meeting of the Chief Ministers on TPDS. This is an offshoot of the all-party meeting on the PDS held on July 25, chaired by Mr. Vajpayee.
The ORG-MRG study will include correct identification of beneficiaries under the TPDS and AAY, the issuance of ration cards to the AAY, Above Povertyline and Below Povertyline categories of beneficiaries as per the guidelines issued by the Ministry. The sample study will also take into account the beneficiaries' perception of the scheme, the actual scale of issue, the issue price, the delivery, the monitoring mechanism and the timeliness of arrival and lifting of foodgrains.
The evaluation will cover the implementation of the scheme by the State Governments and the difficulties faced, if any, in implementation.
The final report is to be submitted by September.
