Not a victory

Sir, — I appreciate the editorial, `A Limited Deal on Drugs' ( Sept. 3 ). It is alarming that the recent agreement reached on TRIPS and essential drugs is being upheld by many as a victory for developing countries and public health. The language of the recent agreement is intended to give voice to the interests of the U.S. and its pharmaceutical companies.
