HYDERABAD: SEPT.12. A Division Bench of the A.P. High Court comprising Bilal Nazki and E Dharma Rao directed the State Government to formulate guidelines for allotment and cancellation of shops in Rythu Bazars in the State and found fault with the State Government in not forming such guidelines till date. The Bench was dealing with a writ petition filed by some persons complaining that they have not been allotted the shops in Rythu Bazars in the city. When the officers were asked to explain it was noticed that there no rules framed. The Bench held that the whole process of allotment and cancellation is illegal. The Bench said that no person can be given a shop for more than one year. The Bench said that it had framed the rules but it is the duty of the State Government to do so. It gave six months to the Government to frame the rules.
