However, the President of the zilla panchayat, Jyothi R. Salian, said the panchayat would take up only those cases which were out of the purview of the court order. She said that going by the documents, it was clear that the counselling for both men and women candidates had been completed on 15 September, 1998, which accounted for their appointment. She also pointed out that according to the Government Order and the Supreme Court verdict, it was the date of appointment that should govern the service regulation of teachers. She said the zilla panchayat would act according to the Supreme Court verdict and the Government Order and the cases of those teachers who had been removed from service would be given fair consideration. This could be done by constituting a committee comprising senior members of the zilla panchayat, she said. Earlier B. Balakrishna Bhat, MLC, said the Education Department had acted in haste and sent termination orders to all the 135 teachers in the district. He said some teachers were out of the purview of the Supreme Court judgment, and they should be reinstated. Bharat Mundodi, Sadananda Poonja, and Dhananjaya Adbhangaya, who participated in the discussion, urged Ms. Salian to take steps to reinstate the teachers at the earliest. Voicing their resentment over the Dakshina Kannada bandh call given by the Sangh Parivar on Thursday, the members alleged that the BJP and the Sangh Parivar outfits were trying to bring down the morale of the police by attacking higher officials. They described the alleged attack on the Vice-President of the zilla panchayat, M.S. Mohammad, during the bandh as another effort to foment communal tension in the district. Quoting the reports appearing in a section of the press and the complaint filed by Mr. Mohammad at the Vittla Police Station, Mr. Adbhangaya said that by attacking the police and the members of the minority communities, some forces were trying to disrupt peace. They should be sternly dealt with, he said. Rolphie D'Costa, member from Bajpe, complained that the people of Bajpe had no place to cremate the dead as the old cremation ground had been handed over to the Airport Authority of India for expanding the Bajpe Airport and realignment of the runway He urged Ms. Salian to direct the Deputy Commissioner to take steps to identify land for a cremation ground. Mr. D'Costa also moved a resolution to bring Chelaru, Bala, and Kuthethur under the Dakshina Kannada Zilla Panchayat.
