Take up PAP violation with T.N., says VS

PALAKKAD SEPT. 13. The Leader of the Opposition, V.S. Achuthanandan, has urged the Chief Minister, A.K. Antony, and the Water Resources Minister, T.M. Jacob, to immediately take up the "violation" of the inter-State Parambikulam Aliyar Project (PAP) Agreement with the Tamil Nadu Chief Minister, Jayalalithaa.

Inaugurating a farmers' agitation in Chittur, near here, on Saturday, demanding water as per the PAP agreement, Mr. Achuthanandan said immediate steps should be taken to get the pending share of water from Tamil Nadu.

He said as per the PAP agreement, Tamil Nadu should give Kerala 7.25 tmc water for use at the Chitturpuzha irrigation scheme annually. But Kerala got only 6.25 tmc during the last `water year' that ended in May. Since then, Tamil Nadu had not released the due share of water to Kerala resulting in the destruction of thousands of acres of paddy and other cultivation in Chittur taluk.

While Tamil Nadu was not releasing Kerala's share of water from the Parambikulam group of reservoirs, they were taking away water for their use through a contour canal for their farmers. This was most unjust on the part of Tamil Nadu, he said.

He said he would be writing to the Prime Minister, A.B. Vajpayee, about inter-State water problems like Mullaperiyar and Parambikulam, where the Tamil Nadu Government was not honouring the agreement and trying to divert the waters that belonged to Kerala.

He said successive Governments in Kerala not only failed in getting its due share of water from inter-State water sharing agreements but also failed to review the PAP agreement that went against the interests of the State.

The Deesheeya Karshaka Samajam president, V. Vasudeven, presided. K. Achuthan, MLA, K. Krishnankutty, former MLA, the CPI district secretary, V. Chamunni, among others spoke.
