The blast, which officials said looked to be the work of guerillas, further undermines Moscow's attempts to bring an end to a decade of separatist violence in and around Chechnya. ``This could be an act of terror,'' a local Interior Ministry spokesman told Reuters. He said one person died in the midday explosion after a big truck loaded with explosives drove into the premises of Russia's FSB security police in Ingushetia province's capital of Magas, some 50 km from the Chechen border. Another died later and 18 more were being treated in hospital. Reuters
