Sir, As a reaction to the killing of Kuka Parrey, the counter-insurgency militia leader in Kashmir, and threats received by the Ikhwanis (counter-insurgency group) from the militant outfits, a proposal has been sent to the CCS by the Army for setting up an exclusive battalion of Ikhawanis as part of the Territorial Army. It is commendable because unless the authorities concerned take appropriate measures, the Ikhwanis' endeavour will go waste. Rojendrakar Nongthomba, Delhi
