Dead cop's relatives allege harassment

NEW DELHI SEPT. 19. Family members of the Central Industrial Security Force constable, Suresh, who allegedly shot himself dead after injuring his colleague at the Purana Quila Road residence of a judge on Wednesday, have alleged that despite repeated requests he was not granted leave.

Constable Suresh had joined the CISF in 2001 and got married soon after. After completing his training, he got his first posting at Dhanbad. He was then transferred to Delhi and started living here at Punjabi Bagh in West Delhi. His elder brother, Om Prakash Yadav, alleged that on several occasions, Suresh tried to get leave to fulfil personal commitments, but his request was turned down.

On the fateful day, Suresh was adamant on getting his leave application cleared. He even went to the Defence Colony office to meet his seniors, but he could not convince them, following which he returned to Justice O.P. Dwivedi's residence where he was posted as a guard.

Around 3 p.m., he quarrelled with his immediate senior, Head Constable N. Bor Gohain. His colleagues intervened and tried to resolve the matter. After a heated exchange, Constable Suresh calmed down and went back to his barrack. However, according to his colleagues, Suresh kept looking for an opportunity to target Bor Gohain. But, Bor Gohain kept hiding from him all the time.

Around 8-15 p.m., Suresh was on duty when he saw Bor Gohain and lost his temper. He opened fire in the air from his service rifle and trailed Bor Gohain towards the barrack. He shot two more rounds, one of which hit Kartar Singh in the torso, following which Suresh shot himself in the chest.

Based on the statement of a CISF personnel, Shiv Kumar, the Tilak Marg police have registered a case of attempt-of-murder. The injured constable, Kartar Singh, is still in critical condition. The CISF officials conceded the incident revealed the increasing level of depression among CISF personnel who were not being granted adequate break from job.
