The Andhra Pradesh police received the Supreme Court order through its Advocate on record, but the official communication is yet to be received. "We will initiate the process of clearing the promotions as early as possible after receiving the order,'' the Director-General of Police, S.R. Sukumara, told The Hindu. The Apex court's order was issued while admitting the State Government's Special Leave Petition (SLP) challenging the High Court order. Following the interim relief granted, the police top brass is busy in taking out the pending files pertaining to the acceleratory promotions. The police top brass is now busy working out the vacancy positions in various police ranges and sources indicated that about 130 personnel of different ranks would be promoted. The Out of Seniority (OS) promotions already given for lower level staff would also be regularised, it was said. Efforts ere being made to calculate the vacancy position vis-a-vis number of officers whose citations have already been received by the Chief Office from unit heads for promotions. Various options were being explored to ensure that the total number of acceleratory promotions should not exceed the sanctioned strength of a particular rank of officers. While asserting that adequate care was being taken to promote only those deserving, one of the officers explained that the department was also exploring the possibility of accommodating the newly promoted officers in ranges after sending others on the mandatory deputation to other departments like the CID, ACB, Intelligence, APPA, Railways, Vigilance and Enforcement and APTransco. Presently, every police range has got a fixed quota of OD (Other Department) deputations and the officials are contemplating adjusting the vacancies of a particular range by deputing officers from other ranges so as to create vacancies for accommodating promotee officers. The idea seems to be to retain those getting acceleratory promotions in districts where there is a possibility of taking up anti-extremist work. "There is no point in promoting someone and then posting him in a loopline department", an officer summed up the exercise. According to the procedure, a high-level committee headed by the DG& IGP and consisting of Additional Directors-General of Police, Law and Order, Intelligence, Grey Hounds and DIG of SIB would have to clear all the proposals for acceleratory promotions. In respect of awarding promotions up to the rank of circle inspector of police, the DG&IGP is the appropriate authority. For other higher ranks, the proposals cleared by the chief office committee would be sent for scrutiny by another committee headed by the Chief Secretary. This committee consists of the Principal Secretaries of Home, GAD, Services and the DGP would then examine the proposals again before the Government issues the orders.
