Speaking to newsmen here on Saturday, the TDP official spokesmen, Ummareddy Venkateswarlu, C. Ramachandraiah and R. Chandrasekhar Reddy, said the recommendations of the rapporteur, K.R. Venugopal , in his initial report, were not mandatory . Only the final report would be mandatory. Moreover, the NHRC had sought comments from the State Government based on Mr. Venugopal's report before September 15. The Chief Secretary after consulting various heads of departments sought extension of time up to September 30 for sending the comments. But, the Congress Legislature Party (CLP) leader, Y.S. Rajasekhara Reddy, acted in haste without knowing the factual position in seeking NHRC's intervention, they argued. They said the Congress demand to invoke Article 356 in the State went against a national consensus reached on the issue at the recent National Development Council meeting which was also attended by Chief Ministers of Congress-ruled States.
