Sir, Your Insight "Confused Arbitrary System?" ( Sept. 21 ) gives an excellent account of the problems with the Conditional Access System, which became effective in Chennai from September 1. Without making an in-depth study of the system, the Centre has made Chennai the guinea pig. Another example of the Government's practice of acting in haste and repenting at leisure.
