Bengal to appeal against ban

Kolkata Sept. 30. The West Bengal Government will appeal against the Calcutta High Court order banning rallies and processions in the city on weekdays.

The State Law Minister, Nishith Adhikary, said today that the Government would appeal to the Division Bench on behalf of the police against the order.

Meanwhile, the Bengal Congress president, Pranab Mukherjee, said here today that his party was prepared to cooperate with the State Government on the issue. The order amounted to infringement of the democratic rights of the people to assemble and express their views as guaranteed in the Constitution, he said.

The Government appeal was likely to be filed on the ground that the court's order had failed to appreciate that under Article 19(1) (b) of the Constitution, all citizens had the fundamental right to assemble peacefully and without arms.
