Addressing a press conference here on Tuesday, Dr. Subba Rao, however, admitted that the procedure adopted in the selection was "defective" and the three-member panel headed by him would recommend to the Government to change the procedure from next year by holding a qualifying exam for the candidates seeking MBBS admissions under the quota. Three per cent of all seats in Government medical colleges had been recently earmarked as self-financing/ college development seats for which NRIs, foreign students and candidates from Andhra Pradesh and other States, including Union Territories were eligible on the basis of their qualifying marks and payment of an amount equivalent to 12,000 US $ per year.
