MCD puts new purchase policy in place

NEW DELHI SEPT. 30. The Municipal Corporation of Delhi today announced a new purchase policy which, according to the Municipal Commissioner, Rakesh Mehta, would ensure complete transparency, objectivity and financial propriety.

Addressing a Press conference, Mr. Mehta said the new policy would come into effect from October 15. "All purchases of the civic body above Rs. 1 lakh will follow the guidelines laid down in this policy.''

He said henceforth the contractors would have to follow the two-bid system in respect of purchases for all MCD departments including Engineering, Health, Horticulture, Education, Printing and stationery and others. All purchasers would have to submit their bids in two envelopes: techno-commercial and price bid.

Ending the monopoly of the tender clerk with regard to distribution of tender forms, Mr. Mehta said those in charge of sale of tenders cannot refuse anyone. A copy of Notice Inviting Tender to be published in newspapers would have to be displayed on the notice board of the office of the MCD, he said.

Explaining the guidelines for the opening of tenders, he said in the first phase the techno-commercial bids would be opened. Techno-commercial bids would be examined by a Technical Evaluation Committee consisting of at least three members each dealing with the purchase of item, representative of finance and technical representative familiar with the items to be purchased by the department. "It is only on the recommendation of the Technical Evaluation Committee that the price bids of the firms concerned would be opened in case they are found to be technically acceptable. Both the categories of firms would be informed by the civic body,'' Mr. Mehta said.

"With annual budget of Rs. 2,000 crores under Non-plan and over Rs. 660 crores under Plan heads of the accounts, the MCD makes huge purchases. It was increasingly being felt that there should be a transparent, uniform and clear-cut purchase policy,'' he said. In the absence of a holistic purchase policy, purchases of great public interest were stalled at the last moment on many occasions leading to unavoidable complications and causing much harm to the beneficiaries.
