An official spokesman said that the `Suraksha Sathi' would act as a representative and security agent of the village community and be a link between the police and the villagers. He would function with full confidence of the village community and be employed on contract basis. He added that for each village, having a population up to 5,000, one `Suraksha Sathi' would be engaged and in case the population exceeded 5,000, two `Suraksha Sathis' would be engaged. However, the `Suraksha Sathi' would not be an employee of the State Government and consequently would have no claim for regular pay scale or benefit of service conditions as applicable in case of Government servants or for any type of retrial benefits. He would not be entitled to any preference in police or Government job. He would be paid fixed monthly honorarium. The Cabinet also approved a policy regarding regularization of ad hoc, contractual as well as daily wage employees. Services of such employees would be regularized subject to certain conditions. Only those ad hoc and contract employees, who have completed three years of service on September 30, 2003 and are in service on that date, would be made regular. Only such daily wage employees, who have completed three years service on Group-C posts on September 30, 2003 and are in service on that day would be regularized against their respective Group-C posts, provided they fulfil the requisite qualifications and are originally appointed against vacant posts. Only such daily wage employees who have completed three years service on Group-D posts on September 30, 2003 and were in service on that day, would be regularized against their respective Group-D posts, he added. However, the new policy would not apply to drivers and conductors of Haryana Roadways. The Cabinet also decided to amend the existing Right of Way Policy to make it uniformly applicable to all registered infrastructure providers and all authorised licensees of Department of Telecommunications, Government of India, irrespective of nature of their commercial services. The Government also decided to celebrate September 25 as `Samman Divas' annually to commemorate the birth anniversary of the late Deputy Prime Minister, Devi Lal.
