Rs. 1,700 cr. for sheltering poor

CUDDAPAH Oct. 18. The Government has allocated Rs. 1,700 crores for construction of 6.47 lakh houses under various categories to poor persons in the State and targeted their completion by February-end, said the Minister for Housing, P. Ramasubba Reddy, on Saturday.

Reviewing the progress of housing with officials, the Minister directed the A.P. State Housing Corporation officials to finalise the selection lists by October 25, ground the houses in November and complete them by February-end. In all, 33,255 houses were allotted to Cuddapah district under Rural permanent housing programme, IAY, special housing for beedi workers, weavers, fishermen and under `Gruhini, VAMBAY and Dukan-makaan' schemes, he said.

Stating that there was no dearth of funds for housing, he said Rs. 6 crores was available and asked the housing corporation officials to check delays and achieve the targets fixed. The Cuddapah MLA, S.A. Khaleel Basha, said about 80 per cent of the beneficiaries chosen were residing in houses that were damaged in floods and nearly 400 such beneficiaries were in Gurralagadda and Mochampet areas. The Joint Collector, G. Jayalakshmi, said that 112 house sites in slum areas were owned by two or three members of a family, 220 could be sanctioned houses and 265 were yet to be identified.

The DM, Housing, Selvaraj, complained that in 40 cases wherein the pattas were damaged during floods, the bankers were not accepting link documents issued by the sub-registrar concerned, though it was a legal document. He cited the hardships that beneficiaries faced in securing no dues certificates from 22 different banks, payment of service charges of Rs. 50 to each bank for giving the certificate and affixing of stamp duty and sought grant of exemption for below the poverty line beneficiaries. The Central Bank of India and Canara Bank were not insisting on no dues certificate like other bankers, he said.

Dr. Khaleel Basha urged the Minister to explore the scope for sanction of loans of Rs. 16,000 by the A.P. Housefed to tide over the problems. Mr. Ramasubba Reddy exhorted officials to permit beneficiaries to retain the existing basement while constructing houses. The Assistant Commissioner of Labour, Rajendran, AD, Handlooms and Textiles, N.R.K. Reddy and AD, Fisheries, Chand Basha, DEEs of Housing, Jayaramachari and D. Sudhakara Reddy and DRDA senior inspector, C. Subramanyam, also participated.
