UDHAGAMANDALAM: Small tea growers in Tamil Nadu, Kerala, Assam, North Bengal, Arunachal Pradesh and Himachal Pradesh are planning to form a federation. Stating this in a press note here on Monday the President of the Nilgiris Small Tea Growers Association, M. Bhojarajan, said the government had at one stage (1980-1990) encouraged small growers to plant more tea to achieve the target of 1000 million kg by the year 2000. Due to this encouragement most of the growers had converted their lands into tea gardens, "without keeping any portion for growing alternative crops". These growers had been subjected to a great deal of hardship due to the steep fall in prices of tea.. To air their problems collectively and more effectively to the Government and to protect the interests of small growers it had been decided to form an `Umbrella Forum'. A meeting towards this end will be held in Kolkata during November. Our Special Correspondent
