Delivering a talk on `Space and Law' at the Karnataka Judicial Academy, the former Chairman of the Indian Space Research Organisation referred to a debate on the benefits of a mission to the moon and said it was imperative to show that the country could do it.
Earlier, Dr. Kasturirangan traced the history of international treaties and conventions on outer space. He spoke about the challenges to legal experts when the Convergence Bill would take a comprehensive look at space and terrestrial communication. Then there were issues such as liabilities related to the launch of a spacecraft. The capability of some players to launch from the sea had legal implications on who would be held responsible if things went wrong.
