The final round of talks on the deal will take place during the end of October and hopefully the contract can be signed before the end of the year, the Itar-Tass news agency quoted the Deputy Defence Minister, Mikhail Dmitriyev, who heads the Government Committee for Military-Technical Cooperation with Foreign Countries, as saying today. Russia has offered the 44,000-tonne Kiev-class aircraft carrier to India for the cost of its refit, but talks on its acquisition have been delayed by differences over the price of the refurbishment and the armaments India will buy for it. Earlier reports said the deal might be sealed during the proposed visit of the Prime Minister, A. B. Vajpayee, to Moscow next month.
