Sir, The suggestion to de-reserve the Pappapatti panchayat is not acceptable. It will be a surrender to the ugly practice of caste system. The Tamil Nadu Government should take a firm stand to protect the rights of Dalits. What is happening in Pappapatti is the denial of fundamental rights guaranteed under the Constitution. The National Human Rights Commission should intervene.

* * * Sir, The Pappapatti incident should especially open the eyes of those who blame the ills of the caste system on one community. Many `caste' Hindus of the south, as in the north, pose a challenge to the uplift of Dalits.

* * * Sir, The dominant caste in Pappapatti has once again succeeded in subverting grassroots democracy. Such a defiant attitude should be countered by resorting to stern measures. Whenever a `president-elect' of a reserved panchayat resigns after the declaration of results, he and his sponsors should be made liable to reimburse the entire election expenditure.
