Maharashtra law on Plan outlay for SCs, STs

MUMBAI OCT. 29. Maharashtra will be the first State to enact a law making it mandatory for the State Government to allocate its Plan outlay for the Scheduled Castes and the Scheduled Tribes in proportion to their population.

Announcing the Cabinet decision at a press meet here today, the Chief Minister, Sushilkumar Shinde said the law will also make compulsory provision for the basic amenities and individual benefits of these sections. He refused to say if the Bill for making such a law would be moved in the winter session of the Assembly beginning in Nagpur from December 8. Mr. Shinde said the SC, ST population and local geographic conditions would be taken into account. The STs formed nine per cent of the State's population and the SCs accounted for 11.09 per cent. But their share in the Plan outlay had been falling every year.
