Of the total white ration cards, 23.96 lakhs would be distributed in rural areas and 6.35 lakhs in urban areas. Once the distribution is completed, the total number of white ration cards in the State would reach 1.25 crores. Guntur district topped the list of eligible beneficiaries with 2.19 lakhs followed by East Godavari, where cards would be distributed to 2.14 lakh beneficiaries, Hyderabad with 50,000 beneficiaries (urban), Srikakulam with 88,182 beneficiaries and Vizianagaram with 95,411 beneficiaries would receive the least number of cards. The Chief Minister, N. Chandrababu Naidu, who held a detailed discussion about the issue in the State Cabinet meeting, instructed officials to simultaneously distribute rice coupons, which would be valid from November this year to December next year. The selection of beneficiaries would be made at gram sabhas following which the list of selected beneficiaries would be sent to fair price shops in respective villages. Nodal teams would be arriving in the villages with empty cards and nodal officers would attest them after a transparent selection of eligible beneficiaries, the poorest of the poor selected on the basis of their seniority in application. Mandal Revenue Officers would thereafter finalise the quota of rice and other commodities to be released before November 20, enabling the beneficiaries to draw the quota of this month. Participating in a videoconference with district Collectors later, Mr. Naidu wanted that selection of the beneficiaries be done in a foolproof manner, as there were people who would try to exploit the situation for their gains. Respective nodal teams would be held responsible if there was any unrest in any of the villages over distribution of the cards. While the State Government had finalised the order of distribution at the district level based on the feedback from the district administration, district Collectors had been instructed to finalise mandal and village-wise quotas in their respective districts. They were also directed to be cautious while giving consent to bifurcation in that they should ensure that the process should be applicable only to beneficiaries who stay in separate houses. He said collectors had been given utmost flexibility in the entire process, but they had been asked to monitor the distribution, if necessary on an hourly basis, to ensure that there was no misuse of the facility. Earlier, reviewing the kharif procurement and rabi action plan, the Chief Minister expressed his utter displeasure over bankers for not extending credit facilities on expected lines. While the Government wanted banks to extend crop loans to the tune of Rs. 6,500 crores during the previous year, only Rs. 5,100 crores was released by various banks due to reasons best known to them. "I am very unhappy and I will register this during the meeting with bankers," the Chief Minister said. Mr. Naidu wanted bankers to fix targets to individual banks to ensure that loans required by farmers were distributed without delays. If banks failed to provide the help sought by them, the Government would take up the issue with appropriate authorities, besides rethinking on making deposits in different banks, he cautioned bankers.
