The Chief Minister, Tarun Gogoi, promised to spend "four to five times" more money for urban development, prepare a master plan for urbanisation and try to get Class "C" status for the big cities of the State. The civic elections are being held after six years. For the first time, the elections to the municipal bodies and town committees will be held on the basis of adult franchise. Until now, the voting right was restricted to ratepayers only, except in the case of the Guwahati Municipal Corporation. Other than the GMC, which has 60 members, 24 municipal boards and 33 town committees will also go to polls. Together, they have 561 members of which 215 are reserved for women, under general, SC and ST categories. Election to one municipality, Barpeta, has been withheld because of court orders.
