The petitioner, N.P. Amrutesh, an advocate from Bangalore, told the court that the Board of Control for Cricket in India (BCCI) and the KSCA used to allot 28,000 to 30,000 seats in the Chinnaswamy Stadium, Bangalore, for international cricket matches. However, only 12,000 seats were now being made available for sale to the public. The petitioner said that the KSCA was allotting tickets in bulk to various bodies and multinational companies, and depriving the public of their due share. The petitioner sought a direction to the respondents to disclose the names of persons who had received 8,000 complimentary passes and direct the cricket authorities to allot 75 per cent of seats to the public. The Judges directed the Government Advocate to take notice on behalf of the State of Karnataka, Minister for Youth Services, and the Commissioner of Police, Bangalore, and ordered issue of emergent notices to the Union of India, BCCI, and KSCA.
