He was addressing a gathering of lawyers after unveiling a plaque to mark the laying of the foundation stone for a Rs. 50-lakh community hall of the Belgaum Bar Association (BBA) at New Court premises here on Saturday. Mr. Justice Jain said the quality of performance of a Bench reflected the quality of the Bar. Therefore, a strong and efficient Bar was needed for courts to function effectively, he added. Pointing out that the number of pending civil and criminal cases had touched 61,800 in 43 courts in Belgaum district as on October 1, 2003, he hoped that the judiciary here would expeditiously dispose of the cases. Steps had been initiated by the judiciary to reduce the number of pending cases, particularly those pertaining to women. Referring to the introductory remarks by S.M. Kulkarni, an advocate, Mr. Justice Jain said the BBA's tradition and standards should be protected by the young advocates. He commended the Lok Sabha member, Amarsinh Patil, for promising to grant Rs. 10 lakh from the MP's Local Area Development Fund for constructing the community hall. Earlier, Mr. Kulkarni made a case for establishing a Bench of the High Court in Belgaum. The Minister of State for Information and Technology, D.B. Inamdar, urged the Chief Justice to consider the demand to set up a High Court Bench in Belgaum. He said that not all litigants could afford to travel to Bangalore to seek justice in the High Court. A Bench in Belgaum would be convenient for the people. The Minister for Agriculture and Minister in charge of Belgaum district, V.S. Koujalgi, promised to do his best to secure funds for the expeditious completion of the community hall. He said he had spoken to the Law Minister, D.B. Chandre Gowda, and requested him to make a budgetary allocation in the next financial year. Ramesh Kudachi, Belgaum MLA, said he was ready to serve the cause of the judiciary and the litigants in the district. Justice A.C. Kabbin and Justice H.G. Ramesh, High Court Judges, were felicitated. Justice P. Vishwanath Shetty, Administrative Judge for Belgaum district, presided. The Principal & District Sessions Judge, M. Chidanand Rao, the BBA president, S.S. Kivadsannavar, and the general secretary, Dhanraj G. Gavali, were present.
