The 44-page document, released by state BJP chief Kailash Joshi here in the presence of senior party leaders Arun Jaitley and Uma Bharti, also promised to provide opportunities for development to minorities without any discrimination or appeasement. Listing priorities, Bharti said power generation would be substantially raised by launching projects with private and public investments while road network would de strengthened with central assistance as also private participation. Concrete steps would be taken to provide drinking water to all, to boost agriculture and industry, to promote tourism and to generate jobs, she said. Stating the ban on cow slaughter in force in Madhya Pradesh was not total, Jaitley, the Union Law Minister, said slaughter of sick and unhealthy cattle is allowed now. He said the BJP manifesto seeks a comprehensive law to impose complete ban on cow slaughter. Terming the BJP manifesto as a ``bunch of false promises,'' Congress today said its ``hollowness'' can be gauged from the Vajpayee government's failure in implementing agendas like Ram temple construction, Uniform Civil Code and Article 370. State Congress media committee in-charge, Suresh Pachauri, told reporters here that these promised have not been fulfilled by the BJP-led Central government and excuses are being given that it is now bound by the NDA agenda. Similarly, promises in BJP's 1990 manifesto in Madhya Pradesh on preventing communal riots, panchayat, irrigation and power were not fulfilled after the party came to office, he claimed. He said most of the promises made by the BJP in 1990 were implemented by the Congress government after 1993.
