Sir, The stamp paper scam, which surfaced almost a decade ago, is gaining prominence now and threatens to be the mother of all scams. The rags-to-riches story of Abdul Karim Telgi is a pointer to the inefficiency of the Government's revenue mechanism. The root cause of the scam is said to be the artificial shortage created in stamp paper supply. Why should not stamp papers be abolished?

* * * Sir, It has become a practice for the UnionHome Minister, L.K. Advani, to blame the "foreign hand" for every misdeed in this country. If the foreign hand does exist, will he show enough courage to apprehend its Indian collaborators?
