Stating that in 2001-02, the U.S. represented around 66 per cent of total software exports while the U.K. stood second with a 14 per cent share, the blueprint mentions that the development of the Indian ICT sector was unbalanced across major lines of IT services. "India today enjoys a position of strength and has to use its current position to build for the future. The sector also needs to identify specific technology domains where it can innovate and lead the world". According to the blueprint, in 2001-02, IT-enabled services (including BPO) and R&D services came in next with 19.4 per cent and 15.8 per cent, respectively.
