Cong. sets up Telangana regional panel

NEW DELHI NOV.22. Bowing to intense pressure, the Congress today announced the setting up of a Telangana Regional Congress Coordination Committee (TRCCC) with the mandate to implement programmes chalked out by the All-India Congress Committee and the State unit.

The PCC chief, D. Srinivas, would be the chairman of the committee. While making this announcement, the AICC said the party's central leadership would take a decision on the question of alliances for the Andhra Pradesh Assembly polls.

On the demand for a separate Telangana State, the party reiterated the decision of its working committee urging the Centre to form the second States Reorganisation Committee to go into the demands for smaller States.

After several rounds of discussion with State Congress leaders from all the regions, the decision to create the TRCCC was announced by the AICC secretary, R.P. N. Singh, here today.

He said the new committee would also look into the problems of Telangana region due to backwardness/lack of development and work to implement the programme drawn up by the AICC/PCC. With this, the other existing committees set up to address problems of the region would be disbanded, he added. The members of the TRCC would be announced soon. For the present, the party would continue with its campaign, including the "bus yatra.''

With this announcement, the Congress central leadership hopes to satisfy the vocal demand from a section of legislators from Telangana for a separate PCC/Pradesh Election Committee. The section has also been advocating a tie-up with the Telangana Rashtra Samiti and that the AICC take a stand on separate Statehood for the region.

The AICC emphasised the task of selection of party candidates for the A.P. Assembly elections would be undertaken by the Central Election Committee.

On separate Telangana, the party reiterated the October 2001 decision of the CWC that considered the report of the Pranab Mukherjee Committee on Smaller States. The AICC reiterated even though there were many valid reasons for such demand since there were many facets to it, formation of Second States Reorganisation Commission was needed to go into the subject.

Earlier, the AICC considered a proposal to form separate committees each for Telangana, Rayalseema and coastal regions but dropped the idea after opposition that the move may be interpreted as the party's nod for splitting the State into as many parts.
