The Minister for Law and Parliamentary Affairs, D.B. Chandre Gowda, who was overseeing the requirements for establishing the court, said the Chief Justice of the Karnataka High Court had appointed the Sessions Court Judge, A.T. Manoli, to the special court. The special investigation wing of the State police, STAMPIT, which investigated the racket, had filed 10 charge-sheets apart from arresting 54 persons, including the main accused, Abdul Karim Telgi alias Karim Lala, in four criminal cases. Mr. Gowda told The Hindu that there was no need to refer the matter to the Central Bureau of Investigation (CBI) since the investigation had been well conducted by the State police who had taken the first initiative against the racket and arrested Telgi in Rajasthan.
