An official release said that during last year's northeast monsoon and this year's southwest monsoon, the three reservoirs - Poondi, Cholavaram and Red Hills - recorded rainfall, which was less than the normal. The Government was of the view that deficient rainfall was due to absence of tree cover in the catchment areas. The saplings would be purchased from the Forest department and the planting completed in a week.
