A Bench comprising Justice N. Santosh Hegde and Justice B. P. Singh passed this order, noticing certain contradictory statements made by the Government in taking exemption from filing the affidavit before the deadline set by the court. The court had on September 22 imposed a fine of Rs. 15,000 each on 10 States for not responding to its notice on a petition filed by M.C. Mehta, environmentalist lawyer, who alleged that they failed to comply with a 12-year-old order on compulsory education on environment in schools and colleges. In response to the notice sent in July, almost all States, in their affidavits, said they had complied with the November 22, 1991 apex court direction for inclusion of environment as a subject and expressed regret that they had not reported back to the court. Notices were also issued to the National Council for Educational Research and Training and the All-India Council for Technical Education. A fresh notice was issued on September 22 to those States which had not filed their response.
