"The addition of Siachen is a significant development that reflects real movement," Thomas Casey, Director of the State Department's Press Office, said. "The ceasefire and other confidence-building measures grow out of the actions of Prime Ministers Vajpayee and Jamali. They provide an opportunity for India and Pakistan to further de-escalate tensions and remove impediments to more normal relations," he said, pointing to the fact that the U.S. Secretary of State, Colin Powell, had spoken to both the External Affairs Minister and the Pakistan Foreign Minister. "We applaud this and earlier efforts by both countries to seek peace," Mr. Casey said.
