The two-pronged strategy envisaged construction of small check dams, wire crates, retaining walls and spurs, vegetative barriers, brash wood dams, loose boulder dams, woven wire dams and contour vegetative hedges for water and soil conservation besides embarking on a national watershed development project and minor irrigation projects for small and marginal farmers. Soil conservation projects had been taken up in the catchment areas of Sutlej, Beas, Yamuna and Ravi in Bilaspur, Mandi, Kullu, Kangra, Chamba and Sirmaur districts and Rs 95.86 lakhs was being spent on these works during the current financial year. Minor irrigation schemes were being executed on community basis to benefit the small and marginal farmers and Rs 2.66 crores were being utilised for these schemes. Under the individual scheme, 25 per cent subsidy, subject to a maximum of Rs 8,000 was being given for construction of tanks and shallow wells. A sum of Rs 12.88 crores had been earmarked for national watershed development projects in rainfed areas while Rs 14 crores was being spent on 126 flow irrigation schemes funded by NABARD under the infrastructural development fund. The main stress was to increase the agriculture production by reclaiming the degraded areas and expand the area under irrigation through community participation. -- PTI
