dated December 3, 1953: Soviet Protest to Pakistan

The Soviet Union had sent to Pakistan a note protesting against the latter's holding negotiations with the U.S.A. for the establishment of American bases in territory of the Indian subcontinent. The note caused surprise at the Untied Nations headquarters. Pakistan delegation spokesmen would not comment on it. But representatives of some other countries began to speculate on the Soviet Union's possible motives in presenting the note. Some felt that Russia had no business to do so, especially because the note was based on newspaper reports, and also because Moscow had chosen to present it after Pakistan's Premeir had officially denied there was any deal over setting up bases. The consensus of opinion, however, was that in making the protest, Russia was not bluffing but meant serious business, and that she wanted to prevent Pakistan from joining any alliance hostile to the U.S.S.R. Mr. Vyshinsky had, in the United Nations, repeatedly expressed the Soviet's concern over the ring of Western bases around the Russian perimeter.
