Sir, The article, `Individual liberty and powers of legislature' by K.T. Thomas (Dec. 2) rightly advocates the need for the provision of appeal against the orders of the House. The arrest of a person for "breach of privilege" affects not only his civil rights but also the fundamental rights. It is time Parliament legislated the procedures for making appeals. C.
