It submitted the report to Justice A.S. Anand, Chairperson of the Commission. The commission said the report would be placed before the Full Commission to decide the future course of action on ordering relief to the victims. Taking note of the complaints received from various individuals and non-governmental organisations of torture and harassment caused to the villagers and tribals in the area of operation of the Joint STF, set up by the Tamil Nadu and Karnataka Governments, the NHRC, on June 28, 1999 constituted a panel to look into all relevant aspects of the allegations. The panel was required to recommend to the NHRC, action that could be taken to redress the grievances that were found to be justified. The panel comprised Justice A.J. Sadashiva, former judge of the Karnataka High Court as chairman, and C.V. Narasimhan, former Director, Central Bureau of Investigation as member.
