Amendment likely on transfer of powers to local bodies

HYDERABAD Dec. 6. The Centre would make another Constitutional amendment in the next session of Parliament making it mandatory for all State Governments to transfer at least 11of the 29 powers conferred on the local bodies by the 73rd Amendment of the Constitution.

The amendment bill was planned to be moved in the ongoing winter session of Parliament, but could not be done due to limited working days, the Union Minister for Rural Development, Kashiram Rana, told reporters here on Saturday.

Expressing the Centre's anguish that there was slow progress in the transfer of 29 powers to the local bodies, except in Karnataka and Goa, Mr. Rana said it was the firm resolve of the Government to see that the institutions got a minimum of 11 powers compulsorily with "funds and functionaries." The Government was particularly unhappy that there was hardly any progress in the work, despite a plea made by the Prime Minister, Atal Bihari Vajpayee, at a convention of the Chief Ministers and Rural Development Ministers from States two years ago..
