DSC notification baffles Urdu medium schools

By J.S. Ifthekhar

Hyderabad Dec. 6. The recent notification issued by the Government on recruitment of teachers gives the lie to its claim of total literacy, particularly among the educationally backward sections.

The DSC-2003 notification does not show a single vacancy of Secondary Grade Teachers (SGTs) or School Assistants in Urdu medium schools in Hyderabad district when a large number of vacancies do exist. Interestingly, the notification counters the vacancy position announced by the Government recently. According to this there are a total of 393 vacancies of teachers in the district, including 304 of SGTs and 53 of School Assistants.

This discrepancy in the vacancy position shown by the Government and the actual notification has caused a lot of unrest among Urdu medium students who are looking forward to the announcement of DSC. A large number of boys and girls yesterday called on the Commissioner, School Education, and submitted a memorandum demanding issue of a fresh notification showing the correct position of SGT and School Assistant vacancies before December 15 when the sale of application forms commences.

Last year when the DSC was announced the Government had notified 454 posts of SGT Urdu medium in Hyderabad district. But only 310 posts were filled for want of availability of local candidates. The remaining 144 posts ought to be carried forward but for reasons best known to it the authorities have not notified any SGT posts in the recent notification. The authorities were supposed to calculate the posts to be filled on the basis of the present vacancies, as also those arising on account of superannuation up to September 2004.

According to Mohd. Fasiuddin, president, Urdu Struggle Organisation, a total of 474 SGT Urdu medium posts are vacant in the district. This is in addition to the large number of School Assistant posts lying vacant in Urdu medium schools. After the Back-to-school programme undertaken by the Government by way of Chaduvula Panduga, a good number of children have been enrolled in Government schools. Moreover, a number of Urdu primary schools have been opened in the slums. But absence of teachers and inordinate delay in the supply of textbooks result in their steady drop-out, it is said.

As per the district wise vacancy position, 422 SGT posts of Urdu medium are vacant all over the State in Government and Zilla Parishad schools. But even this figure, it is said, does not indicate the correct picture. The maximum number of 96 posts are vacant in Ranga Reddy district followed by 54 in Guntur and 52 in Prakasam. But Hyderabad strangely has no vacancies though the maximum number of Urdu-speaking people and Urdu medium schools are in the twin cities.
