Russia flays U.S. decision

MOSCOW DEC. 10. Russia has denounced the Pentagon's proposal. The Foreign Minister, Igor Ivanov, said all countries that were ready to take part in post-war rehabilitation of Iraq must have an opportunity to do so. "Reconstruction of Iraq is a common job for the international community," he said in Berlin, according to the Interfax news agency.
