Telgi case: Two jail officials arrested

BANGALORE DEC. 10. The Stamp Paper Investigation Team (STAMPIT), which is investigating the multi-crore stamp paper racket, on Tuesday arrested P.N. Jayasimha, former Superintendent of the Bangalore Central Prison, and Nanjappa, Assistant Superintendent of Police.

The Additional Director-General of Police, R. Srikumar, who heads STAMPIT, told The Hindu on Wednesday that Mr. Jayasimha and Mr. Nanjappa had been arrested on the charge of facilitating the kingpin of the racket, Abdul Karim Telgi, to run his business from the Central Prison at Parappana Agrahara here, where he is in judicial custody.

This is the first instance in the State where the government officials have been arrested in connection with the racket.

According to a release from the team, credible information was received by the team through sources that Telgi had been using cellular phones to continue his operations involving circulation of fake stamps from the Central Prison. After ascertaining the clandestine activities of Telgi from within the Central Prison, a suo motu case was registered on October 6, 2002 for various offences under the Indian Penal Code against Telgi and some of his associates.

During investigation, the complicity of Mr. Jayasimha, who is working as Principal, Prison Training School, Mysore, and Mr. Nanjappa, Assistant Superintendent of Prisons, Central Prison, had been established.

Telgi was categorised as a security prisoner and vigil was to be kept on him. Instead, Mr. Jayasimha and Mr. Nanjappa allegedly allowed Telgi to receive many visitors in jail, often without recording their names in the register concerned as per the prison manual, deliberately to facilitate him run the business. Telgi was monitoring the operations of fake stamps business run by his associates using different mobile phones from the jail, the release said.

Investigations revealed that Telgi had received huge funds from his associates even when he was in jail and part of the money received was passed on to Mr. Jayasimha and Mr. Nanjpappa, the release said. The two officials were summoned on Tuesday and arrested. They were produced before the First Additional City Metropolitan Magistrate's Court here on Wednesday. The Magistrate, S.H. Sambrani, remanded Mr. Jayasimha and Mr. Nanjappa in police custody till December 16.
