Alarming fall in girl child population

By Aniket Alam

Hyderabad Dec. 10. Despite a massive rise in female literacy and success in empowering women through self-help groups, Andhra Pradesh has seen a sharp 11-point fall in the child sex ratio (0-5 years) between 1991 and 2001.

Surprisingly, during this same period the sex ratio of the total population increased six points from 972 to 978. Similarly, female literacy in the State grew almost 20 points from 32.72 per cent (1991) to 51.17 per cent (2001). The State also witnessed a sharp fall in the rate of population growth from 26 per cent in the decade of 1981-91 to a little more than 13 per cent in the decade of 1991-2001.

Andhra Pradesh seems to be bucking the general trend where improvement in female literacy and economic development leads to improvement in the social conditions of women.

This fall in child sex ratio seems to be the result of a sharp increase in female foeticide and infanticide in the State. The office of the Commissioner of Family Welfare already has 2025 scan centres registered with it. Female foeticide is banned in India under the provisions of the PNDT Act, which proscribes scan centres and doctors from revealing the sex of the unborn child. Unfortunately, till date only one case has been booked under this Act in Khammam district in May this year. These numbers, sourced from the Census reports, are testimony to the large-scale `slaughter' of female foetuses and girl children in the State.
