Court hearing to continue today

HYDERABAD DEC. 10. A division bench of the Andhra Pradesh (AP) High Court, comprising judges -- Motilal B. Naik and Dalva Subrahmanyam--on Wednesday declared that the court will continue to hear the arguments on Thursday in a writ petition filed seeking imposition of President's Rule in Andhra Pradesh.

The writ petition was filed by Keshava Rao Congress leader.

S. Ramachandra Rao, argued on behalf of the writ petitioner and pleaded with the court to consider the prevailing situation in the State. He said that the Government it self confessed that naxal violence has gone out of hand and he wondered how it can be called best administered State. He sought a specific direction to the Union of India to involve article 356 and impose President's Rule. He sought an interim direction for furnishing a report to the court about the prevailing situation. The Advocate General, T. Anantha Babu, said that the writ petition is not maintainable. He said that imposing Presidents rule amounts to passing a legislation. He reminded that courts cannot issue a writ directing that a law be passed. He said that courts are not to adjudicate such delicate matters. The bench said that it will hear the reply on behalf of the petitioner and T. Suryakaran Reddy, senior central standing counsel on Thursday.
