The Minister for the Welfare of Backward Communities, M. A. Kuttappan, will inaugurate the arts and dance festival. K. K. Nair, MLA, will preside over the function. The District Collector, Rabeendra Kumar Agarwal, will flag off a cultural procession as a prelude to the three-day cultural festival at 9 a.m. The competitions in various art and dance forms will be held at five different venues -- the Royal Auditorium, Mar Thoma Higher Secondary School, YMCA Hall, Sun Shine Towers Auditorium and the District Panchayat Conference Hall. The District Panchayat secretary, P. K. Gopalan, said that all arrangements had been made for providing food and accommodation to the over 1,600 participants. The Jury of Appeal for the festival has been constituted with Dr. Kuttappan as chairman and the State Youth Welfare Board member-secretary, M. C. Vijayakumar, and an expert in each category as members. The District Panchayat president, Mathew Kulathumkal, said that a registration counter and media centre had been set up at the Town Hall. Accommodation for the male participants had been made at the Mar Thoma Higher Secondary School and that for female participants at the Pramadom Netaji Higher Secondary School, he added. The festival will come to a close on December 23. The Cultural Minister, G. Karthikeyan, will inaugurate the valedictory meet at 4 p.m. The District Panchayat president will preside over the function.
