Seoul wants to strengthen ties with New Delhi

SINGAPORE Dec. 20. South Korea has said that it would discuss with India ways to promote ``substantial cooperation'' in various bilateral spheres including those of ``politics, diplomacy, economy, trade and culture.''

Announcing the prospective visit to India by the South Korean Minister of Foreign Affairs and Trade, Yoon Young-kwan, the Ministry said in a statement in Seoul on Friday that his talks with the Indian leaders ``are expected to provide an opportunity to uplift the [existing] friendly and cooperative ties.'' The new context for this effort was identified as the recent summit-level talks between the South Korean President, Roh Moo-hyun, and the Indian Prime Minister, Atal Bihari Vajpayee, on the margins of a regional conference in Bali last October.

The primary purpose of Mr. Yoon's visit to India at this time is to participate in the second meeting of the ``Republic of Korea-India Joint Committee'' (or commission) on Monday. The External Affairs Minister, Yashwant Sinha, will co-chair the session. ``The current situation on the Korean peninsula,'' a diplomatic euphemism for the `crisis' over North Korea's nuclear-weapons `programme,' besides the present situation in ``southwest Asia,'' a short-hand for the problems in Afghanistan and perhaps the India-Pakistan issues as well, will figure in the Yoon-Sinha dialogue, according to the South Korean side.

Besides exchanging views on the international situation, the two Ministers would also ``review the bilateral relations'' in the specific context of the ongoing celebration of the 30th anniversary of the establishment of diplomatic ties between India and South Korea. Besides calling on Mr. Vajpayee and interacting with Indian leaders in different fields, Mr. Yoon will address the Federation of Indian Chambers of Commerce and Industry.

Singapore-India `network'

`Network India', a forum founded under the auspices of `International Enterprise Singapore' (formerly, the Singapore Trade Development Board), celebrated its first anniversary at a seminar here on Thursday.

The theme was how Singapore companies could ``ride on the waves of today's growing economies.'' Singapore's political willingness and perceived economic capabilities to play a role of linking Indian and Chinese businesses were underlined by the City State's Minister for Transport, Yeo Cheow Tong, in a speech to mark the event.He said: ``Just as Network India has helped Singapore businessmen [on issues related to doing business in India], it can similarly assist Indian companies to do business in Singapore or to use Singapore as a hub to enter the South East Asia and China markets.''

The idea was that Network India could help Indian companies find ``the right business partners'' in China as also the South East Asian countries.

On the Singapore scene itself, Network India ``could also explore collaborating with Network China and Network Indonesia [both based in the City State]''.

The objective, he pointed out, was to ensure ``win-win benefits'' for the members, now nearly 400, of Network India.

On the ongoing negotiations for a comprehensive economic cooperation agreement between India and Singapore, the Minister said that the accord, when completed, ``will be a major leap forward in our bilateral relationship''.

India and Singapore ``can then expect even deeper commitment between the two countries' Governments and business communities to leverage on each other's strengths.''
